Billions of outraged people could bring a lot of force to bear on anyone trying to launch an orbital billboard. Imagine five unabombers and a sniper or two every week. The capitalist class as a whole has no reason to stand united on this issue, and they'd probably just throw the offending company under the bus in a heartbeat and move on. Similarly, no state would be so foolish as to unleash its security forces (who themselves probably won't all be thrilled about this) on a broad swath of society over something that brings so little benefit to the ruling class.
