The US has discoupled its foreign policy from popular oversight or control, and so NK's policy of military deterrence is no longer viable (as in, the Vietnamese strategy of winning via popular fatigue and war weariness won't work in the face of drones, a lack of international support, and technological imbalance). NK has been pursuing rapprochement with SK since the turn of the millennium, and it seems to me like they are trying to angle for reunification a la E/W Germany. For one reason or another the nuclear deterrent won't dissuade the US bourgeoisie forever, and it's either try to reconcile with the South now, or wait for the US to invade in these opening moves of WW3.
