"Parliamentarianism" is a position on whether a communist party should participate in elections, and he's criticizing communist parties that refuse to participate in elections as candidates; he is not advocating participation in elections by voting for liberals. "Utilise parliamentary elections and the parliamentary rostrum in a revolutionary and communist manner" doesn't mean "vote for liberals."
