operation jumpstart (look it up) was a publicity stunt, it did not allow guardsmen to patrol the border (what we need and what people think this is) it only sent the guard to do menial tasks at borderpatrol bases so that the border patrol could help preggo mestizo women over the border to give birth to new americans.
