If teh bullet fragments but lacks the velocity/energy for permanent stretch cavities, it may actually decrease the damage the bullet will do. Also 55 grain ball wasn't always guaranteed to fragment the way you wanted it to every time, change up barrel lengths and range of shot and you really screw that up. Old fragmenting ball is still inferior to hunting bullets in that caliber, plus newer ball doesn't fragment in many situations. That's also why 5.56 has gained its reputation for ice picking.
