Well that's it then, someone is using sub deployed drifting mines. It's makes no sense for it to be the Iranians as they live there, they have countless methods to set up mines (and wouldn't just do it one at a time, unless it's a rogue faction or something, they have the means to mine the fuck out of the Hormuz straights). Especially when a Jap envoy is in the country and they're trying (largely successfully) to split the US with their allies ("evil Trump" vs "good Obama" rhetoric worked so well, it also worked on west aligned politicians).
