IIRC it can be, if you don't mind 3D accel and 3G modem not working. These are the only things that require blobs, and the GLES blob is userspace-only.

The CPU and RAM are on a separate daughterboard so only that needs to be redesigned and put into production. It's an order of magnitude lesser effort than designing the whole device. I expect it out by 2020 at the latest.
