Bullshit. There was a burgeoning cottage industry since at least JFK/Watergate, and concern about both of those lasts to this day with legit Boomers. Back in the 90s, I remember clearly, people freaking out over Waco and Ruby Ridge. Or if Tim McVeigh actually did bomb the Oklahoma City Building. The original iteration of Coast To Coast AM, with Art Bell going "DAMN THE EVIL GOVERNMENT" every other evening was one of the most popular shows in the North America even though it was on from Midnight to around 3-4 in the morning.
There was a LOT of distrust over the government at that time. TONS. But there wasn't as much outright anger, which is a different thing but something we see more of now. Even if your "throwaway joke" premise was true, there's much more actual discontent in terms of hostility than there used to be.

Usually it's because those nerves are damaged or under-developed. It depends on why you don't have control over your arm. It's important to know, however, that neurons aren't like computer wires, they're like tree roots and branches, constantly moving, growing, and shrinking depending on a multitude of factors. Plus, you'd have to jack into dozens of neurons, each controlling particular muscle groups, etc. It's super complicated and dynamic, and wouldn't even apply to half of the people who can't control their arm(s) because there's usually already degeneration of muscle and nerves. Strangely enough, it's easier to decode intention to move a limb from the somatosensory cortex than it is to jack a bunch of electrodes into the right nerves in your arm. The real fun begins when they try connecting sensors on the artificial limbs to your sensory cortex to give you a sensation of touch.
