No they really weren't. Until Gorbachev times the USSR maintained either a lead or a parallel with the USA. The only thing they didn't do was put a man on the moon and even that was just about the only thing the USA got over the USSR. That's ignoring the fact that the USSR did almost all the other moon-related space feats before the USA and did a ton of other work without which we would still be aiming to put a man on Venus instead of Mars.
