I assume donating to this project at this point simply tells of bitter and salty stubbornness. This sort of desperate bid tells to me that the donators just want the wall to be built for no other reason so they can say it's been done. No matter how shitty and useless it truly is, no matter who ultimately has to pay for it. They just want to win on that one grand thing they had as central mantra during the elections.
They want a monument as proof of their perceived success. Something physical and concrete to reassure themselves, to support themselves on. After all, policy and law are nebulous and complex things, hard to understand fully, which must be adapted to actual realities, allowing deviations to be forgiven by some vague explanation, and mental gymnastics be used to get past such failures. (4D chess!!1!)
But building a massive physical barrier across the entire border? That's either a yes or a no, there's no dodging that. It's critical to them, and it shows. They can't let him fail, so they literally throw money at the problem, hoping it solves the issue before they're at risk of questioning the infallibility of their chosen lord.
But some lose millions, or even a billion, don't buy things like that.
